all the reversals and now some "re-hiring" at USDA? Uggggh, it makes my brain so tired. If they are talking about refilling "critical" positions, it shows me that no one took the time at the beginning to determine what was "critical" and what was not. And, it's possible that ALL of the positions were critical, given that the roles were created in the first place. I suppose slash-and-burn elimination is one way to find out exactly what people do, since you start to miss their contributions when they are gone...
